If you are under 25 and trying to rent a car in Florida, you have probably found that the rules are not where you expected them to be. Here is what is actually true.
The law and the policy are different things
Florida law sets the minimum age to rent a vehicle at 18. That is the legal floor, and it is lower than almost everywhere else in the United States.
What stops most people is not the law but company policy. Rental firms set their own minimum, and the common one is 25. Below that, if they rent to you at all, they add a young-driver surcharge.
The two are unrelated. "You must be 25" is a business decision, not a legal requirement, and it varies by company — which is why it is worth checking rather than assuming.
What the surcharge is for
Drivers under 25 are statistically involved in more collisions. The surcharge prices that risk rather than refusing the booking outright, which is the better outcome for you: a fee you can see beats a door that is closed.
What matters is that it is shown before you pay. A surcharge disclosed up front is a fact; the same surcharge discovered at the counter is a nasty surprise, and it is the single most common complaint about renting young.
What you will be asked for
- A full driving licence, held for at least a year. A provisional or learner permit is not enough anywhere.
- A card in your own name. Not a parent's card, not a friend's — the name on the card must match the name on the licence.
- Your own insurance that extends to a rental vehicle. Most full-coverage personal policies do, and many credit cards add secondary cover. Check with your insurer before you book rather than at the desk.
International licences
A licence from another country is generally accepted alongside your passport. If it is not in English, bring an International Driving Permit — it is a translation, not a licence in itself, so you need both.
Before you book
Check three things and you will avoid every common problem: the company's minimum age, the exact surcharge, and whether your insurance actually covers a rental. Ten minutes of checking is worth more than any amount of arguing at collection.
